How do I become a registered voter?

To register in Hawaii, you must be a U.S. Citizen, a resident of Hawaii, and at least 18 years old by Election Day (you can pre-register at 16).
Online: Register at elections.hawaii.gov using a Hawaii Driver’s License or State ID.
By Mail: Submit a paper application to your County Elections Division.
Deadlines: Paper applications must be submitted by July 29, 2026 for the Primary and October 26, 2026 for the General.
Same-Day: You can also register and vote in person at a Voter Service Center during the early voting period or on Election Day.
What are the available options to vote in Hawai’i?

By Mail: All registered voters automatically receive a ballot in the mail approximately 18 days before the election. For the 2026 Primary, ballots should arrive by July 21, 2026.
In-Person: You can vote in person at Voter Service Centers, which open 10 business days before the election. Centers for the Primary open on July 27, 2026.
Drop Boxes: You can return your signed mail ballot to any official Place of Deposit (Drop Box) until 7:00 PM on Election Day.
What is the primary elections?

A Primary Election is a "preliminary" election used to determine which candidates will represent a specific political party in the General Election. It is designed to narrow the field of candidates so that each party has one nominee for each office on the November ballot.
In Hawai’i, the Primary also serves as the final election for some non-partisan offices (like OHA or County contests) if a candidate receives a majority of the votes.
The Rules of the Hawai’i Primary
Hawai’i utilizes a Single Party Primary. While you do not need to register as a member of a party to vote, you must follow these three strict rules on your ballot:
Select Your Party: The first step on your Primary ballot is to select one political party (or the Nonpartisan ballot).
Stay Within the Lines: You can only vote for candidates within the single party you selected at the top of the ballot.
No "Crossover" Voting: If you select the Democratic Party but then cast a vote for a Republican or Green Party candidate, your entire Primary ballot will be spoiled and none of your partisan votes will count.
Why is it so important to vote in the primary elections?

Many people wait until November to vote, but in Hawai’i, the August Primary is often the most important part of the process. It is the only time you get to help narrow down the field of candidates. If you don't vote in the Primary, you are essentially letting other people choose who your final options will be. By voting in August, you ensure that the candidate who shares your values actually makes it to the final ballot in November.
Q: How do the rules change once I "declare" my party on the ballot? A: Once you select your party at the top of the ballot, you have effectively "joined" that team for that day.
The Rule: You must stay within that team's list of candidates for every partisan race (like Governor, State Senate, or Congress).
The Benefit: You get a direct say in who that party puts forward as their champion.
The Exception: You can still vote for non-partisan races (like City Council or OHA) regardless of which party you chose, as those are usually at the very end of the ballot and aren't tied to a party.
